That’s because it isn’t a pendant and there is no bail. The small loop is the T-bar’s anchor point, exactly where you’d attach a split ring or jump ring for an Albert or pocket-watch chain. In theory, yes, you could turn it into a pendant if you added your own ring, but you definitely can’t thread a chain through it because it was never designed for that. It wasn’t listed, advertised, or described as a pendant anywhere.
