The midsection (louvered section) is 100% made of the exact same cellular PVC material as is the base. If you want to prove it to yourself, you can drill into an inconspicuous portion and you will see the same white shavings that were present when cutting the base. It is true that the roof underlayment is OSB; it is used to provide structural strength for the copper on the roof.
