When a general wishes to take an important fortress, which is surrounded by strong ramparts, he begins by providing the means necessary for the fulfilment of his design - he collects a body of valiant soldiers, and provides arms, artillery, and the necessary provisions for the maintenance of his troops. After having thus equipped himself, he next sets about employing these means to overcome the obstacles which stand in the way of his success.
