I contacted seller and he brushed me off referring me to contact the manufacturer. I paid the electrician to install the camera in a very high area otherwise I would return both items immediately. The chime does not work and seller has no intention to replace it.

I Asked the seller to refund the difference in cost between the promised shipping and the actual shipping but he refused. He wanted me to return the card. The card was fine. My problem was paying for a service that I did not receive. This interaction says a lot about this sellers honesty and integrity. There are plenty of other sellers on eBay, please consider using one of them instead.
