He also agreed to refund me a specific amount on my items, but failed to fulfill the promised amount. When asked, seller blamed it on eBay fees which makes no sense.

All of the items were in very good condition. The packaging was good - and considering the items were mailed from overseas, it shipping was was not too bad. Inside was a smaller bag, which had a wad of bubble wrap around a small box which contained the item. Overall, there were no issues.
