The ground and 12v pins were swapped on the EPS (CPU) headers and shorted the power supply. Luckily this was on a tester and no equipment was fried. Seller provided a full refund without hassle so I'll call it neutral, but I do not trust refurbished items when such simple mistakes slip through.
