Probably my fault for not looking close enough at the pictures and ordering something with at label that did not match the product (states +12VGA1 and +12VGA2 but only has a single PCIE power connector). Has the exact same internals as a 400W(also HP clone) that it was going to replace, 400W does not fail at the ~300W load.
